How do you like mouse keys?
You'll find it at System Preferences -> Universal Access -> Mouse ->
Mouse Keys

I know it, it is useful at times at both Windows and Mac machines, but it is essentially a big and ugly workaround. Nothing beats being able to Tab between dialog elements, use Alt shortcuts for elements or menus, etc. Unfortunately, this is where Mac OS seems to lag a little bit, even if some improvements were done in 10.1 or 10.2.
