Those scripts don't repair permissions. They are scripts that have almost always been part of any Unix system. They do what they would do on other Unix systems. Repairing permissions is something specific to Mac OS X, although other Unix systems also work with permissions, the systematic repair, as in Disk Utility, uses package receipts from all installations performed. Those installation packages are specific to Mac OS X. So, these scripts should be run if you can run them manually. As far as I know, there is no serious impact if you don't run them daily or even weekly. Maybe it'd be good to run them every other few months.
