I'm more in the budget of 5-600MHz...
16MB is the minimum for Quartz Extreme. None of the 500mhz models have that much VRAM, and you have to ask about the 600mhz machines - first rev doesn't, second rev does. You can tell by the location of the reset switch - if it's on the side with the connection ports, it has the 16MB video card. I have one with 16MB, Apple refers to it as the iBook (16VRAM) in their spec database. It will do the cube version of fast user switching, meaning QE is supported.
