3400 Pb near dead Pram battery

Could a nearly dead Pram battery keep it from booting? I tested the 
Pram battery. Tests at 1-2 volts. New battery is 7.2 volts. Re-set the 
reset button no go. Tried with main battery out no go. Any ideas? Will
