Thanks to everyone who wrote with info and suggestions. Near as I can tell, due to her being on a cable modem connection, after she updated by CD to 10.3.4, the Mac downloaded and installed the 10.3.8 update before my mom really knew what was happening. That or the other update seem to have really trashed that partition's permissions beyond Disk Utility's ability to fix. There really just was no Finder, and nothing we tried would get one going.

Fortunately there was another empty partition on the hard drive, so I had her install a fresh 10.3.4 on that, and after a lot of work changing ownership of her old files (from Unknown and Staff and You Have No Access), we got her mail database and documents moved over and working. So we're up and running again now with a fresh install.
