These problems occur at the port of entry.

With FedEx, and drop shipments of individual systems, the 'port of entry' is anywhere the plane lands.

Recently both Apple and Gateway BTO systems purchased by the college have shipped directly from factories in Shanghai and Taiwan, as individual shipments. They likely fill entire FedEx and UPS aircraft when they go out, but they're still labelled and shipped as individual purchases, meaning, presumably, all the customs stuff is done somewhat individually...
