The amount of I/O you need to push to affect performance is really high when it comes to journalling. I doubt the mini is even able to do that much. To be honest I'd double the RAM in that at least, 256MB is a bit slim for OS X. Does the Activity Monitor show anything using lots of CPU or any system resources? How much disk is free as well? Also have you run a fix permissions on it since any updates? Incorrect permissions can cause weird slowdowns (I've had that happen to me).
