I just noticed an app on VersionTracker called 'Audio Hijack'. Might
enable you to do exactly what you want. This is an OSX App, but I
don't recall off hand which OS you are using.

There are several others there that you might try that have been
around a while like Sound Recorder and Sound Studio, among others
depending on your OS.
