too large for your monitor?  too large for your email box?  please
clarify.  what kind of picture is it (jpg, .bmp, .gif, etc.)  if it's
too big for your monitor, you'd need an appropriate graphics tool. 
photoshop works for most images.  if it's a jpg, jpgview lets you set
the zoom, as well as panning large images or letting you crop and zoom. 
in what way is it "much to(o) large to handle"?  do you want to decrease
the file size, the image size, the resolution?
