Therefore, there is a PC-specific card and a Mac-specific card, both being built using the same "raw" card. NCR (now Symbios) has a SCSI chip set which is incorporated in many PC-specific PCI cards, and which does not require a FLASH ROM. This is because the makers of the ROM BIOSes for many Pentium-class mobos decided to include support for the NCR chip set as the "native" SCSI chip set for those mobos. Any other SCSI card requires that it have a FLASH ROM, in order to be considered to be bootable (accessible at boot time). Any other access may be made only after the system (Win95, Win98, etcetera) has been successfully booted from another device. I do not believe that the ROM SIMM of Macs incorporate, in a manner similar to that described above, specific support for any PCI-based SCSI card.
