i finally figured out how to stop the silly dvd tray from opening every time i turn on my g4. you have to boot with the multiple users control panel and extension. once seems to be enough, seems you can turn them back off and it'll keep working, at least until a pram or power manager reset. obviously a pram bit controls that setting. this is under os 9.1.
