it should be hot swappable, usb anything is supposed to be hot swapable,
and even if the drive drew too much power it should only shut down the
usb port it's on.  on the other hand, usb doesn't seem to have any
design feature to make sure it's grounded before the other connections
are made, which means any static built up on or in the drive could be
transferred through the power or data lines, which could shut the
machine down.  i hadn't thought about it before but it's definitely a
design flaw, and something that could eventually do permanent damage. 
best advice in the meantime, touch something grounded and the exposed
pins on the usb peripheral before plugging it in to discharge any
static, of course this means you'd be getting nasty skin oils etc. on
the connectors.  not a good situation either way.
