I am surprised that the machine will not boot from the OS 8 CDROM,
unless the CD-ROM drive is not bootable.

However, you can download the OS8.1 disk tools from here:

http://www.versiontracker.com/moreinfo.fcgi?id=316&db=macos

The problem is, that this Disk Tools floppy has no AppleCDROM driver on
it. You may be able to simply drag the system folder onto your hard
disk and boot from there, but you still won't have the Apple CD ROM
driver.

If you want and if the above works, email me off-list and I'll send you
a universal CD-ROM driver.
