Starting out by cutting up OS X for one problem you are having and one I have not seen yet myself or on these list is not the way to get it resolved. I have been using OS X since 10.0 and have never had any problems with network setting. I am on a Lan have used dhcp and static ip's using static now. I can change ip address or switch to dhcp and have access to the Lan and internet without even rebooting. Try that on your Winblows box. Why don�t you just try explaining your problem and maybe you'll get it resolved. Have you added any new hardware or software recently On the computer or Lan?
