That voltage is good.  5v 3.0a is best, but the lower the better. Some hubs have
very high voltages and can blow components out of the water.

Unplug all other peripherals except for your monitor.  Plug the keyboard and Mouse
into USB slot 1 and reboot.  Zap your PRAm on the restart and see if they work.
