Controls the CPU speed and the bus speed.

Unlike previous PPC Macs, the CPU and bus speeds are externally controllable. 
On previous PPC Macs, these so-called "multipliers" were usually fixed, and 
were an integral (4.0, 5.0, 6.0, e.g.) or fractional (4.5, 5.5, 6.5, e.g.) 
multiple of the bus speed, which was fixed by the bus clock on the CPU card, 
and which was usually 50 MHz.
