i would think that paypal could and should provide the email of the person involved and the bank that funds were transferred to, the bank being required by federal law to have some proof of identity and address, although as has been recently reported several people have faked, and faked it poorly and still gotten away with it. (social security numbers contain a wealth of information, like the state issued in and the year issued etc. which i believe ss has made a summary of for banks etc. for instance i know a part of the numbers identifies the state, and the number as a whole gives an excellent idea of when it was issued).
