Unfortunately, conventional wisdom in the software business is that people don't pay for OS upgrades that are big fixes. People pay for features. Having said that, I think Apple has done and is doing exactly what you suggest. Since 10.0, there have been at least 6 releases that are essentially incremental improvements in functionality and stability.
