Bill, Are you sure that it doesn't burn an ISO 9660-compliant disc after you've chosen "Open Finder" from the drop-down menu? I'm guessing that once you choose that option, drag files into the image that appears on the desktop, and burn, it will format it as such. I'd test it, but I don't have any non-HFS friendly computers around.
