it's a driver/application problem, not an os problem.  i had the same
problem with my imic in os 9 until i upgraded the driver, the new
version has no delay, the old one drove me nuts trying to sample things
off of video tape because it lagged the video by nearly a second. 
hopefully whoever makes your' multitrack hardware will solve the
problem, but it's their problem to solve, not a feature/flaw of the os. 
my imic is on usb, and through a hub, with the new driver i can't detect
any latency.  i too assumed at first it was a usb defect, but it's all
in how the driver uses the usb.
