I think you are right that it's an OS X problem. I have an IoGear USB card in my G3 - my problem is printing - Print Center sees the USB connected Epson but says there are no drivers installed (there are). Apple Profiler sees the card but says there are no devices installed (there are). It was working fine for awhile. Seems to be a common problem on the MaxFixIt lists.
