Is it possible to have SCSI and ATA hard drives running at the same
time?...and if so, possible to have different OS on each?
Yes, you can. Hopefully you have a Rev B motherboard, so you can have a 
Slave IDE HD too. You could install OS X on the SCSI drive and OS 9 on 
the IDE drive. I did that on my old B&W G3. It worked flawlessly.
Does each drive need a different ID number, even though they're running 
on
separate bus?
IDE just needs the jumper to be put on the master for main drive, and 
if you add a second IDE Drive that jumper needs to be set to Slave, 
SCSI will require you to manually assign a separate Number for each 
drive.
