I have suspected I was sent a bad Logic Board.  I just want to try 
everything I can before giving up on it.

To that end-

I notice that there are NO jumpers on this board under the clocking 
tag (do not remove-warranty warning) Should there not be one for the 
default 300Mhz setting?
