Yes, it is.

All enabling web sharing does, is starting Apache.

If you don't want to take my word for it, just try it and run top in a
terminal. You'll see httpd running, that's the Apache web server.

Then, just open your browser and enter localhost as the address. That should
get you Apache's standard web page on your machine. Links to the manual are
provided there.
