Ahem.

The *upgrades* from 8.0 to 8.1, 8.5 to 8.6, and 9.0 to 9.1 and 9.2 are 
all available on Apple's site, but versions 8.0, 8.5 and 9.0 are NOT, 
nor have they ever been.

The latest full OS available from Apple for free is 7.5.5.

(that said, I believe Apple should release all Classic OS'es for free 
use on old Macs, since new Macs won't even boot from them)
