Looking back in my logbook;

with OS9.1 and 512MB RAM; start up times to full desktop HD Icons

Bootup time with Memory Check ON   140 sec -  2 min  20 sec

Bootup time with Memory Check OFF  95 sec  - 1 min  35 sec

To turn memory check OFF, hold down both cmd & Opt keys down when open 
Memory Control Panel to display OFF option box

BTW. With my present system  Jag 10.2.4 and full 1024MB RAM , bootup 
time to full HD icon desktop is 2 min 20 sec.
