A web server can be encoded in a very tiny space, memory and 
hardware-wise, and use the CPU in the network device (after all, an 
ethernet card is simply a teensy, specialized computer).

  I've seen a web server running off a HP 95LX palmtop

Most devices like this wireless adapter, or cable/dsl routers, etc have 
built-in web servers these days for configuration chores.

We've got network print servers with web servers as well as telnet 
capability (we configure most of our HP JetDirect network printer 
interfaces by connecting to them via telnet.)

We're even seeing more and more instruments come into our labs with 
built-in servers for configuration and other chores. (meaning where we 
used to have to provide 2 or 3 network connections per lab, we're seeing 
people put 5, 10, even 20 or 25 network jacks per lab.)
