Make sure the sound is turned up and not muted in the sound control panel
(system prefs.)

That said, I find sound volume is turned down every time I need it.  Not sure
whether this happens at reboot or when I run something.   The sound control
panel offers the option of putting the volume control on the menu bar.  Because
of the bug, I find this option very handy.

I don't know if that solves your problem, but on my Beige, that's the deal.
