Use tissues or a disk cleaning cloth, or get them polished at a video store.
I have successfully used toothpaste ( it has a fine abrasive in it) and water to polish some of the defects from CDs. As the author of the original post said, go from the edge to the center and back-- DO NOT GO IN CIRCLES !! Most CD-ROM drives can recover one or two errors on a read, but a bunch in a row will make the disk unusable. Try this method on a "bad" audio CD, the skipping is usually eliminated.
