My monitor customarily clicks when the video card commands a resolution or color depth change (like when you launch a game that needs 256k color or a different resolution). If so, I wonder if the video card's sync command ROM (my words) is "stuck" in "on" and the poor monitor's trying to obey in vain? If you have another video card, swap it and see what happens, or swap PCI slots (if your card isn't AGP) if possible to see of the slot is bad. Just a suggestion...
