Dave, you are correct!
All G3's to include B&W's will NOT bootup on FW drives , either from the Ports or from a PCI FW Card
I speak from experience having run a G3 B&W with external FW drive, both from the Port and from PCI-FW cards
BTW.
I have just upgraded to a G4 1.25 DP FW (800 ) and my FW drive does bootup on Jag 10.2.6.
I can not comment on the "earlier" G4 models
