Static on the phone line is almost always responsible for low connection speeds. It can also be responsible for dropped connections.
You could also check your settings and make sure you're using the V.90 modem script. A lot of ISPs will have you switch to V.34 in order to maintain a solid connection. The V.34 modem script is in fact more solid, but the price that is paid is that your connection speed will be 33.6 or lower (usually 26.4 or 28.8). If it's not the setting then it's most likely static.
Static can be caused by a variety of issues. The problem is usually on the outside of the house. When you call the phone company and tell them you have static on the line (the static can usually be heard with the naked ear, but sometimes it is high frequency static that only the modem can "hear") they will tell you that a "voice" line is not guaranteed for data. So they want you to pay extra for a "guaranteed to work" data line. Or, they will say, if the static is inside, they'll charge $1 Million/hr to come in and fix it (if you don't have the "service plan"). It's all smoke and mirrors. Ask them to come out and check the exterior lines. It could be the jack inside. You can take off the plate and tighten the screws and/or replace the plate, etc.
This happens to me in my condo occasionally. The telephone tech was kind enough to leave me a vmail explaining the problem after I called him and requested an explanation of the cause of the static. He explained that the cause was water on the lines where it connects to the cooper screws in the phone room. Keep in mind that this phone room is internal, but it still had water on it.
