sorry, no. all chemicals have impurities. in the case of rubbing alcohol, the terms "alcohol" and "water" are used somewhat loosely, as normal people do. for instance, that stuff that comes out of the faucet is usually called water, and it is, mostly, it also has a lot of other things generally. in the case of rubbing alcohol, the water is hopefully filtered, but could be city water from who knows where, and the alcohol has most likely been synthesized from hydrocarbon gasses and may have impurities as well. 99% whatever is usually cheap, 99.9% pure is more, 99.999999999999% pure anything will cost you more than gold! (gold at commercial purities that is, even gold coins and bars have impurities which are regulated). i'm surprised the 90% is that much cleaner, but it probably varies by brand. you can test for residue by pouring some on a small plate and letting it evaporate and checking for leftover junk. even electronics cleaners often leave some residue, though a lot less and little enough that it's usually ok, the products that leave no or very little residue (usually less than 1 ppm) are more expensive than the normal grades which are perfectly acceptable for most things. to quote "the matrix", "You think that's air you're breathing". the devils in the details, or the trace impurities as the case may be.
