Not sure here. However, 10-15 seconds is not unreasonable and IMO too short of a time period to decide that nothing is happening. With the beige and B&W computers, I've seen wait-states of up to a minute or more before the computer moves on. Patience is a virtue. Grab a cup of coffee or something, and come back a minute or two later. Take a 5 minute break (should do so every hour or so anyway).

Again, a computer can act "frozen" even though it is still attempting to process. Display refresh (mouse movement, menu draw) can suffer if the cpu or bus are temporarily overrun. In any case, you had already hit restart once, selecting it again will only result in the computer telling you it is already attempting to restart/shutdown.


The system could be attempting to clear RAM and VM, or there could be a background process that is still finishing up. Or it did freeze due to a "confusion" between two identical commands to restart.

then I get a light gray screen with two and a half lines of the following text: "can't OPEN:" ..then the screen blanks and the normal startup process begins..

"can't OPEN" is Open firmware saying that it's having trouble locating a boot-able system. On the Beige, you often see this if it can't locate the System folder within the first 8GB of the hard drive. It will also flash this message if there is nothing selected in the Startup Disk control panel.
