I have a powered Belkin USB 4 port hub and it works great. I run it w/o the power cord as all of my devices have their own power. I wonder if your hub is defective? Maybe test it by putting the mouse in the hub and see if it the mouse just stops working one day. It doesn't seem to be your PCI card since the mouse and printer works in it. I'd be on the phone with Belkin support.
