Most any standard serial modem might work using a generic modem script. It will work better if it's supported with a modem-specific script. In the OS X Network preference panel, select Show: Modem Port. In the Modem tab, there is a list of built-in scripts. On 10.2.6, there are 2 USR listings: US Robotics High Speed and US Robotics Universal.

If neither of those work for you, then a script that you successfully used under OS 8 or 9 with your USR probably will. Put it in /Library/Modem Scripts and give it a try.
