Doesn't Fast User Switching maintain your complete in-use set-up when you
log back in? I.e. applications are open and files are open as you left
them? (and, I assume, are ar risk should the next user choose to/have to
reboot)

That's more than "just surface things" in a multi-user (e.g. family)
environment.
