I disagree.
I've been using Panther for about a month now. I'm torn down the middle
whether it's better or not.
It certainly has more glitter.
But the number of times an application quits unexpectantly   is
enormous. I'm talking Mail, Sarfari, Mozilla, Tex-Edit Plus- literally
every application.
This happens on both my Macs and it seldom happened before.

The Keyspan Presentation Remote is nearly worthless. As soon as I plug
it into a usb port I lose the cursor and cannot get it back.

Features such as Expose and Fast User Switching are nice, but again,
just surface things.
My suggestion is that unless you really like the new glitter, stay with
10.2.8.

My suggestion to Ron would be to verify that all updates, ie hard drive, firmware etc. have been applied and that permissions were repaired and disk utility > repair have been run.
If the above have been accomplished then maybe you should check out your RAM. Have you upgraded RAM? It is possible a chip was fine in jaguar but is flaky in 10.3
