The source post for this thread is in reference to the 400 MHz G4 AGP. This is not a new G4, but the original AGP model. I can't find any in the documentation to say whether the primary IDE channel uses cable select, but it does make it clear that the secondary channel can't. (Troubleshooting for the Zip drive involves verifying that the jumper is set to slave.)

I have a highly similar G4 at work that has the 20 GB version of the drive in question, here. It's my recollection that the jumper was set to master at the factory, but it's over a mile away, at the moment...

I also have the original 400Mhz G4 AGP model, which is now a 900Mhz thanks to Giga Designs. In it, I have 3 IDE hard drives and 1 IDE Plextor CDRW and they were set to cable select (no jumpers). Just to double check for sure -- yeap my drives have no jumpers and they all work fine. But make sure that if you want a drive to be specifically master, you need to connect it to the black connector if I recall correctly.
