Probably not, at least not as a video card that'll work on boot.  x86
firmware doesn't run too well on PowerPCs.  At best, you might get them
working as additional displays under Linux or *BSD, assuming that the
available X servers support them.  You can forget about ever running most
cheap PCI video cards under Mac OS (X or pre-X).

There are some cards for which Mac-compatible firmware is available.  I have
a no-name Radeon 7000-based video card that I picked up @ Fry's for about
$80.  After I flashed it, I installed it and 10.2.8 picked it right up. 
The first part of the boot process only shows on the built-in video (to
which nothing is attached now), but everything else works with just the new
card connected to a VGA monitor and/or a composite monitor.  (For sh*ts
and grins, I took the Monitor II green-screen that came with my IIe 18 years
ago and plugged that in.  It was surprisingly usable.)
