i'm sad to say they may have been static zapped, regular bubble wrap is not antistatic, and with the dry winter air and agitation in shipping static could easily have been developed. there are also sadly people on ebay that sell stuff they know is junk (always check the feedback, and read what the complaints were). it's amazing how poor some people's feedback is, even for sellers who apparently still get a lot of business despite selling junk. it is possible they aren't the mac version, but i'm afraid static damage is all too likely.
some sellers just don't know what they are doing, i've actually gotten ram in a regular sandwich bag, with that bag put in an antistatic bag! (it should have been in the antistatic bag, and then in something else or just in the box!). many sellers simply don't have a clue, i often ask people how they package cards and ram and sometimes have had to advise them (which several sellers have appreciated). your best bet is to try them in a pc, if they don't work there, they are most likely trash even if they were good when shipped. it's also possible with such poor packaging that they got flexed in shipping which can crack solder connections and the circuit board, such cracks often being very hard to see even under magnification. i'd definitely try to get the seller to make it right, and if they won't leave a blistering feedback.
