BootCD is a freeware program that will do that from the mac side. Don't know if that will help you.

Does anyone know how to create a bootable Mac OS CD using a Windows program?
I just tried to using Nero in Windows and I made a mirror of my HD on a
re-writeable CD. Although the CD is completely readable on the Mac, it will
not boot from the CD. I want the CD for when I change my HD so that I can
easily facilitate installing YDL along with Mac OS 9. Any suggestions?
