On it's face the second error (5550) means that at least one of your recipients is not a valid email address. Check that first. There are also times the OE gets an email in the Outbox that it just doesn't like. The key to that is simply deleting that message and then everything is fine. Sounds simple, but I've seen it work for the Mac and PC version of OE.
Also, Comcast in my area (Baltimore Metro) has new guidelines regarding the number of folks you send email to in a certain time frame (15 within 60 minutes). This is designed to stamp out spammers, but also affects legitimate list emailers such as yourself. Contact Comcast and see if this is the case in your area. It can be alleviated by putting the majority of the recipients in the CC or BCC box instead of the TO box. Also, there is an email address you can send a message to at comcast explaining your mailing list email and they will let it through. The email address escapes me. Give 'em a call.

Hi there: I just moved to 9.1 from 8.6 (ta-daa!) but now I suddenly can't
send email to distribution lists in Outlook Express 5.0.6. There have been
two different error messages, one (#3259) saying that the server timed out,
and the other (#5550, more common) says, "A message in your Outbox could not
be sent. The server did not recognize the recipients." I spent 30 minutes
or so with Comcast on the phone last night but no change. Mails to
individuals seem OK, I think. What happened?
