two users on a B+W G3 running OS 10.2.8, "administrator" and "user". When booting up under "Administrator", all is well. However, when booting up under "User" (which has been assigned as much privileges as is possible), the "Mac OS Help" is non-existent: its designation is in the taskbar, but nobody home - any reason why?
Fix the file permissions/protections.
