Dan,
Not sure if you can "see" the folder in the trash in OS X. If so, put the folder on your desktop.
Then follow these steps:
1) Open Terminal (in Utilities folder).
2) Type this command at the prompt: rm -rf
3) Then drag and drop the offending file into the terminal window. This will auto-fill the path to the file.
4) Press return and the file should disappear. No need to empty the trash.
If it's locked this should do it. If there is an invisible file in the folder that must be unlocked you can use Find in X to look for invisible files. Do a Get Info and unlock it. Then delete it.
