I found the answer! ( I think)
In Mail Prefs/Signatutres
at the bottom there is a box to check/uncheck to put signature at the top.
Thanks Danielle, but I don't see such a checkbox in Mail's Prefs/Signatures. Maybe Mail for 10.2 and 10.3 are different.
I should have mentioned that I'm using 10.2.8.
