Jack, I use Netscape 7 for browser and e-mail. Normally it works fine.

I have had the same occur occasionally one one MDD with 10.3.3. Logging out and then back in always cures it. I run all the maintenance scripts regular, this one is an annoyance more than a problem and it only affects send. I've never bothered to try and find out just what causes it since a log out/in cures it.
Probably a dumb question? What e-mail program? POP, Apple mail.app, OE, Entoruage or ? If it's an IMAP account have you exceeded the server storage limit?
