Hi Joe
Try zapping the PRAM, (Command + Option + P + R) at startup and let the machine recycle the startup two to three times.

Probably a stupid question, but I can't figure it out. On my G4 400mHz AGP, I get no start-up sound (starting in Panther or 9.2). I can tell when it's doing fine because I can hear the hard-drive start to spin. Once it's up and running all the sounds seem to work fine.
What am I missing?
