Check your cache enabling software and make sure it is enabling the L2 cache at start up. If you do not have any installed then this is the likely slow down. If you need the cache enabling software go to www.powerlogix.com and download their L2 enabler for OS 10, it works great and it is free.

On another HD using OXX10.2.8 the processor is the same speed, almost 100% If I boot up in my main drive using OSX 10.2.8 it runs at 34%, and believe me, it is slow.
