Yes, but the files in /Library/Receipts aren't really packages, they're receipts. They let the system keep a record of what updates, etc, have been installed. They're only a shell of the original package file. For example, the 10.3.4 combo update package is 79 MB, while the receipt for that package is only 2.2 MB.

There is one valid reason to remove prior receipts. If you want to reinstall software for which there is a receipt, you will need to first remove the package receipt file from /Library/Receipts folder.
